Corruption means the state of being bad and dishonest, especially in matters concerning money. It creates a very impact to the country’s education, occupation, living style and mostly the humanity. Corruption is both a major cause and a result of poverty around the world. It occurs at all levels of society, from local and national governments, civil society, judiciary functions, large and small businesses, military and other services and so on. Corruption affects the poorest the most, in rich or poor nations, though all elements of society are affected in some way as corruption undermines political development, democracy, economic development, the environment, and more. In perception corruption occurs in public places. Corruption costs to the public millions of hidden capitals and assets. There are various forms of corruption; however, few examples taken from the same are the following.
Administrative Corruption includes persons like higher authorities, officers, police officers, clerks, peons, etc. For example, if we give money, then we can get anything difficult, easily. Give money no need to visit the office, so that in return you will get unlawful matters
Professional Corruption means related to business. It includes duplicating for issues of value use ting import items/theft items, duplicating hygienic products, mixture in eatables etc. Mixture in spices, stones in cereals, animal fats in ghee, kerosene in petrol etc. are under professional corruption.
Bribery is the offering of something which is most often money but can also be goods or services in order to gain an unfair advantage. Common advantages can be to sway a person’s opinion, action, or decision, reduce amounts fees collected, speed up a government grants, or change outcomes of legal processes.
Extortion is threatening or inflicting harm to a person, their reputation, or their property in order to unjustly obtain money, actions, services, or other goods from that person. Blackmail is a form of extortion.
Embezzlement is the illegal taking or appropriation of money or property that has been entrusted to a person but is actually owned by another. In political terms this is called graft which is when a political office holder unlawfully uses public funds for personal purposes.
Nepotism is the practice or inclination to favor a group or person who is a relative when giving promotions, jobs, raises, and other benefits to employees. This is often based on the concept of formalism which is believing that a person must always respect and favor family in all situations including those pertaining to politics and business. This leads some political officials to give privileges and positions of authority to relatives based on relationships and regardless of their actual abilities. This is one of the corruptions committed by Somali land national television
Patronage systems consist of the granting favors, contracts, or appointments to positions by a local public office holder or candidate for a political office in return for political support. Many times patronage is used to gain support and votes in elections or in passing legislation. Patronage systems disregard the formal rules of a local government and use personal instead of formalized channels to gain an advantage.
Graft. Unlike bribery graft generally involves the police officer receiving a good or service (instead of cash) in exchange for protection, favors, or selective enforcement. Most police departments have strict policies regarding police officers accepting free food from merchants, free merchandise from local shops, and other forms of favors or non-cash compensation.
Selective enforcement. Selective enforcement occurs when a police officer decides to apply the law differently to one person than another.
Power abuse. Power use is the act of using one’s position of authority in an abusive way. Such as taking advantage of someone, achieving admission to information that should not be available to the public, or just controlling someone with the capacity to discipline them if they do not obey. in the violation of the constitutional rights of an individual through the use of excessive force.
Political Corruption, which means buying votes and supporters in an effort of winning contest.
However, his week, Somali-land Minister of Information, Mr. Abdullahi Mohamed Dahir has revealed out the worst corruption ever in record, which is equal if not more than that of water gate. The corruption make known by minster is of multidimensional. It is only corruption, as it consists of tribalism, favoritism plus other various forms of corruptions, which some of them have not yet revealed out by the minster. The style, manner and the approach presented by the minister has received an overwhelming appreciation of Somali-land public. In reality, this is the second time in national television manger has made corruption, which is bigger than any expectations.
As mentioned above, the corruption committed by Somali-land TV manager is for four dimensions. Please note underneath the types of corruption committed by the said official as reported by the minster.
1. Favoritism based on tribalism, as equal wages have not paid for TV personnel on same scale.
2. Wages have paid in favour of personalities, which are not on services for the national television living abroad
3. Wages have been paid for certain TV personnel, which are categorized as poor performance, which their wages larger than those of active qualified personnel that are on services.
4. TV personnel passed away is still in payroll, but that is no problem in event that is general policy of the government or even to that of ministry of information
In conclusion taken the past experience, it is recommended appointing the new manager outside the Hargeisa region. The new manager is recommended to come from Awadal or Sool regions in an effort of being fair on our selection criteria on the basis of equal opportunities for the citizens of country, as this will create the hearts and minds of true citizens and paves the way capturing the aspirations for the citizens of other regions. It is healthy policy that all Somali land citzens enjoy equial opportunties on national TV. Furthermore, the government should set up a capable trusted commission to fight against corruption, as one general auditor is not sufficient to tackle the corruption taken into account the bulk of government personnel, which are possibly exceeds thousands for those handles financial issues.
This will generate true power sharing policy among citizens. Power sharing is good in democracy in which no single group can take decision unilaterally. It is realised that unity of country is only possible by respecting feelings and interest of different voices in shaping public policies. People rule themselves through institution of self governance. ultimately, we will secure win -win situation.
